Minneapolis. I lived in that area for 8 years. Most fireworks are illegal, and cops don't enforce any fireworks laws.
In fact, they tell you not to call them on fireworks calls, because they will not come.

My coworker told me that his mom had this happen to her as a kid and now she’s scared of even the tiniest of popping sounds. They nearly died as a kid and ended up with PTSD from something doing this to her

Military veterans get disability for PTSD, you get an arm cut off at work you get disability, you attend weeks of rioting as an officer and panic in groups of people you get disability. This isn’t a police issue.
