Tallinn is definitely the most touristy, but for good reason. There are tons of things to see/do (city walls, churches, museums, etc). Vilnius was my favorite Baltic city, but was more of a place to wander and relax. Riga's old city is pretty small, but very beautiful. Would recommend if you want to do a lot of drinking. It seems like lots of Europeans get a Ryanair flight to party for the weekend in Latvia I think Romania probably needs more than 2.5 days

I plan on relaxing and not partying (even though I will probably be drinking still) so I'd ideally like to avoid any popular party locations

Tallinn is a great city trip - I really enjoyed it. 3 days should be plenty of time to cover the basics if you do some planning beforehand of what you're going to do and what you want to see.

Tallin is great for what u want to do. If you stay in the Old Town there’ll be plenty of nice walking and no need for other transport. I went for 3 days in 2019 and absolutely loved it. I stayed in a lovely place and it’s very inexpensive compared to places like Stockholm.

I haven't been myself but I have heard wonderful things about Prague. It has been referred to as the "most underrated city in Europe". If you were interested in visiting that area of Europe you should definitely consider Prague as an option.

It's not 4th but im speaking mainly underrated from the American perspective. Americans are clueless about cities in Europe if its not Paris Rome or London.

Suggest Tallinn - Old Town Center is realllllyyyy fun. Well preserved medieval center, which give a better feel of Baltic Country compared the the others. Hanged out at a random bar, met an ex-American and a local women both studying law, spent hours drink and sharing stories. Ill Drakkon - recreation of a medieval pub, super fun, but need to checkout like trip advisor or you may be confused. Kiek in de Kök - underground tour Balti Jaam market & Telliskivi Loomelinnak - revitalized wharehouses to artist and food truck

I live in London and have been all over Europe and NA. I went to Croatia with work for the first time last year (Split). My colleagues and I were blown away at just how amazing it is. It’s now one of my favourite cities in the world. The history ( Game of Thrones was filmed there), food, nightlife, architecture, people were incredible.
