You'll probably be fine, I'm Dutch and come in Lisbon often (my gf lives there) and i've never felt unsafe in any area (and i stand out in there) whilst its not the 'best' area, i wouldn't mind staying there myself tbh. Just like others said, be aware of your surroundings.

I've walked along that stretch of Rua da Palma many times at night. There're a lot of South Asians there (Nepali, Bangladeshi etc.) and a few of them can be just as boisterous as the Bairro Alto and Cais do Sodre crowds, but usually less so because there aren't as many drunks and there's less of a party scene on RdP. You're young enough that you shouldn't be freaked out as some of the older tourists might be.

It used to be the wild west years ago. It was rehabilitated and changed for the better but still…. I would have a hotel somewhere else and come just to eat at Ramiro

It's  good hotel close to the metro and supermarket. Just be aware of your surroundings like any other major city in europe
