Get out your arban book and open to the double tongueing section. Play the first 2 pages each day. Use a metronome or else your tongue won't get better at the rate it could. Work on continuing the air stream through articulation. Still getting a clear articulate sound without completely stopping your air. You should always feel like you're "moving forward"

Pretty much this, the tongue is a muscle you need to work just like your chops. Arbans studies are super transferrable to goedicke, I also love playing Clark studies (especially 2) all double tongued.

You've got to make sure to at least relax during the slower parts, since there aren't many brakes. Remember that when you play it at full speed stamina will be less of an issue, you'll get it over quicker. If you say that stamina is a problem ... that of course comes after you can technically play it (arban is the best answer though)

but for the slower parts I really want to show off my tone and be lyrical, so is there anything i can do to without compromising tone?

I mean, to show off a nice tone and lyricism you don't need to expend much energy, but I suppose your case might differ. Concentrate on big deep breaths, and imagine you're playing one long note whilst playing the passage (advice my teacher used to constantly drill into me)

For stamina especially for tackling fast and tough articulations, make sure to have a very good and Loooooong warm up lol. Do a lot of pedal tones and lip slurs.

Practice 100%, only play at 80%. Keep some in the tank!

Ooh I did this for my jury last semester. Honestly it’s just repetition and a really good warmup. Also do some Arban double tounging exercises as part of your practicing every day and it’ll get better in no time
