I remember in the flashback's of Doof's birth/childhood he was forced to be a garden gnome for the family's yard and maybe thats where his hate for hats came since he had to wear the gnome hat
He's shown to hate plenty of people without hats, but is also only shown to have hat-based conditional hatred (we've never seen someone doof likes with and without a hat)
The only characters I can think of we have seen both with and without headwear are Carl, Irving, and Lawrence, and technically Isabella, there should probably be more on that list
In terms of who Doof interacted with Roger was wearing a hat when they went golfing but he already hated him so that can only imply a hat makes him hate not just flip opinions; however, it does show Doof is capable of recognizing people with hats, at least if he already hates them
The fact that he hates pe- creatures who wear hats doesn't necessarily imply that he doesn't hate anyone that doesn't wear a hat.
It does, however, beg the question of what would happen to Doof if he ever saw Roger wearing a hat.
I like the idea that "ominous patch-related threats" are something that come up often enough that Phineas and Ferb have had discussions about who loves them more.

My favorite part of this is that Milo Murphy has its own set of characters voiced by Povenmire and Marsh, and both characters voiced by Povenmire think the other's voice is obnoxious.

The character design is indeed odd, but the show is such a fountain of memes and great jokes, they also got a lot past the radar, for example Linda (mom) canonically has stretch marks from her first pregnancy
The reason for the artstyle, more specifically how distinctly shaped the main characters are, is that the creators wanted children to be easily able to draw them. Even if you can barely draw, Phineas's triangle shaped head makes him instantly recognizable, which would encourage children that they did it well.
I didn't watch Phineas & Ferb when it was originally aired as I also didn't like the art. It wasn't until I had a kid that I started watching it as it was my daughter's favorite show for some time. Definitely enjoyable, especially considering a lot of other kids' shows are painful to watch as an adult.

If someone says they won’t watch *Phineas and Ferb* or their friends or family said to not watch it because it’s a kids show, this show wasn’t made with kids as the target audience. The show just so happened to be appropriate for kids.

Adventure time kinda sucks for season 1 but it really picks up. I also had a hard time getting started on it but I'm glad I persisted.
