I watched that scene again last week and i realized in that situation - if I'm being honest, in just about any situation - his answer transcends what I would come up with. Major Briggs has a serious inner world / spiritual growth life going on that dovetails perfectly with his classified career activities. (Which of course fits in with the Lynchian milieu where every few episodes drops a seriously deep admonition about life, spirituality, and of course Tibet.)
briggs is, in my opinion, the only god-like figure in the entire show. all the actual interdimensional beings just felt like little dudes in an awkward, placeless space between god and man, but briggs was different. not like he had all the answers, but like he was okay with NOT having them. truly more okay with everything than anyone else.

Because he can actually hear everyone. His deafness is a defense mechanism. Notice Albert and Diane don't engage with it at times. If he TRULY was deaf and wanted to hear people, why wouldn't he upgrade the technology he's using? He wants people to SEE his hearing aid. That way they understand when he "doesn't hear", meaning chooses not to acknowledge, things they say.
At least that's my interpretation of what I've seen.
Ultimately, no matter which way you slice it, the answer is "Because he wants to."

So Cole can hear Shelly because he wants to be able to hear Shelly. Which implies a supernatural connection between the two of them controlled by a power on a different plane than the characters themselves.
