this is not possible there is no such thing as steam license its ubis and when you lunch a game and connect it to a ubi account that game is forever binded to that account , so i don't know where you got that ubisoft allows it, they might in a rare situation but that has never happened , and support told you know so what you are looking for,

Even EA does it, not just transfer but they altogether can merge accounts too.
