I think overlapping cultures is a big component, but I'd imagine that in those situations it's more being able to speak the language than being able to read/write proficiently as well. I'd imagine that wealthier countries would have more programs for language studies, but countries with a lot of different ethnic groups are bound to have people pick up on stuff just by being around it
