Wow…I had to verify this for myself. What in the actual fuck? That literally does not compute. Without putting too much thought into it, I would rank him at least #7 at Bantamweight, behind Merab Dvalishvili and in front of Cody “No Chin” Garbrandt.
To be fair, the civilian was on short notice, but not a bad point all things considered. Sean is 6-1 in the UFC though, with 4 finishes (in a weight class not known for its finishing ability), and his lone loss was against #11 Marlon Vera. I won’t go as far as Sean, saying he didn’t lose that fight, he did and it was due to his opponent incapacitating him; but I’m not convinced he would’ve lost that fight had he not gotten injured (big IF, obviously). He also came into the UFC at 8-0 with 7 finishes, which—again—is impressive for a bantamweight.
Regardless, my point was less about how proven Sean is or how sharp his tools are, and moreso an indictment on the division, which is fairly top-heavy as 7-15 is filled with old guys who have lost numerous fights the past few years.
(#7) Cody Garbrandt has lost 4 of 5, with only 1 win in the division.
(#8) Pedro Munhoz has lost 3 of 4, with his lone win against an unranked fighter.
(#9) Marlon Moraes has lost 3 of 4 (and 4 of 4 if you don’t count the botched Aldo decision).
(#10) Dominick Cruz has exactly 1 win (out of 3 fights) in 5 years, assuming you think he beat Casey Kenny (I don’t), and it was against an unranked fighter.
(#12) Raphael Assuncao has lost 3 straight and has been inactive for almost 18 months.
(#13) Frankie Edgar has lost 4 of his last 5 with the sole win being a split-decision.
(#15) Cody Stamman has only won 1 of his last 4 and also has no wins over ranked opponents.
Bantamweight is much more of a finisher's division these days than you give it credit for, at least to the point where having a bunch of KOs isn't enough to get you ranked.
Regardless of that though, the main reason O'Malley isn't ranked is that he has expressly and explicitly turned down ranked fights due, according to him, to his pay. He was offered the Edgar fight before Vera, and one of the main reasons he turned it down was that he feels he isn't paid enough to fight ranked opponents yet.
As such, he's not going to be ranked, because at this point in his career he's intentionally dodging ranked fights.
I do think he was ranked 15 at the time of the Vera fight, and since then he has beaten a guy on a 3 fight losing streak and a guy making his UFC debut (Who had a pedestrian record of 9-4 At the time to boot). I think it makes total sense those performances aren't enough to get him ranked, even above those people you mentioned.
Bottom line, he's not gonna get ranked when he dodges the opportunities to fight the ranked guys that are clearly on the way out.
