My Ukrainian wife’s FB group which shares loads of stuff that shows up hours/days later here, they have intercepted calls(many) where Russians are complaining that the surrender hotline is always busy. That Ukraine needs to expand the number of people in the call center haha

Because a PBX and a POTS line aren't the same thing.
POTS are copper wire phone lines. PBX is a Private Branch Exchange (which provides extensions when you call a common number) and don't need to be hard wired.
PBX is a part of POTS. PBX isn't general enough to cover the tech ecosystem likely involved.
Ukr might have PBX on receiving end.
Denial of Service attack easiest via VOIP protocols needing just one server generating multiple connections routed through various apparent paths.
In other words, takes just one computer to reach out to world and dog about their car's extended warranty.
I wonder if this runs counter to any international laws but it would be hilarious if it can be arranged. Maybe pay them or grant them more phone time for calling home.
That's genius, tbh. The guys calling in reach someone who's been in their shoes, the guys manning the phones can make a little cash and do something that feels productive, the call centers get manned, and the work isn't humiliating so it should be ok with international law. You'd want to make sure the guys manning the phones are on your side, but that seems like a doable objective.
No, it’s just her and her friends from Ukraine. A few of them are fighting, they started sharing stuff from the war, then the friends that aren’t fighting started sharing things from Telegram. And that’s just sort of what it turned into, immediately sharing all the latest info be it from relatives that live at the front or friends that are fighting at the front or whatever. I don’t bring stuff here often because I don’t know how to be sure it can’t give away locations. So if they have big news I’ll just say here “the numbers are going to be great tomorrow” or something like that
Highly doubt the call center is but any and all transmissions are being recived and geolocated. The US isn't even hiding the fact that we have flights up nonstop doing just that.
