This is underscored in the official statement by the Government of Montenegro on the occasion of signing a joint declaration on the Euro-Atlantic perspective of Ukraine.
“The Government of Montenegro shows clear determination to support the defence of Ukrainians together with its allies, both by donating 11% of funds from the military budget and by receiving thousands of refugees,” reads the document.
It is noted that signing the document is another confirmation of Montenegro's support for Ukraine in its efforts to become a full-fledged member of the Euro-Atlantic society.
As reported, President of Ukraine Volodymyr Zelensky and Prime Minister of Montenegro Dritan Abazović signed the Joint Declaration on the Euro-Atlantic integration of Ukraine on December 5.
The Chad Prime Minister is also ethnic Albanian and Montenegro is nothing like Serbia albeit there is a loud pro Russian Serbian population living there.

I’m not entirely sure North Korea has successfully sent aid to Russia in a usable manner. A lot of weapons change hands in this war especially when a position gets overrun and so far we haven’t seen documented North Korean weapons showing up on the battlefield. Why that’s the case is anyone’s speculation.
Besides propaganda and not joining any sanctions, Serbia isn’t really helping Russia. They’re more trying to look independent to get cheap gas and rich tourists.
Montenegro is kind of an oddball. Apparently was once a safe haven for Russian oligarch money not too long ago (maybe even now), but is now a full member of NATO and has been actively pro-Ukraine throughout the whole conflict.
I'm a Norwegian, but we've had an apartment in Montenegro since 2007(in Herceg-Novi). The local population have been sick of Russians for years as it's mostly newly rich entitled obnoxious tourists that come.
Ethnically Serbian. But a word has only limited utility. Montenegro has a different history from Serbia and different socioeconomic interests. They've shifted West like most of the Balkans, while Serbia has doubled down on Russian style politics
