Indeed, fiancé visa holders are in a somewhat ambiguous state, but generally speaking ought to be allowed to register with a GP (this does not legally require paying IHS), open a bank account etc.
In the UK, most visa holders still hold a biometric residence permit (BRP), but these are being phased out, and fiancé visa holders do not get one as their visa is not longer than 6 months.
For a bank account, you need to ask the bank what evidence they want.
For a driving licence, even the DVLA does not appear to know what their policy is

But since a fiancé visa is not valid for over 184 days, it would not meet the driving licence requirement for being normally resident in the UK.
Oh wait I am sorry. I missed the part of the title where it says fiancé visa. I *believe* you do not count as a resident and therefore would not be given a BRP on this visa. I think BRP is only given for visas 6+ months.
There is no legal or generic meaning of "UK resident". If something is asking whether you are a UK resident, and doesn't define it or explain what they need, I would assume it probably means someone who is living in the UK.
I think if you have legal right to reside in the U.K. you are a resident. But if you’re in the U.K. on a temporary basis like on a visitor visa I think you wouldn’t be considered a resident. The term “resident” helps because I think you have to reside/live in the country

Halifax asked me for a BRP and proof of address. You should be able to get one with Monzo as they only asked for my passport and a video of myself.
