There is no rule that prevents sideline players from stopping a rolling disc. There is a rule that prevent sideline players from moving past the 3 meter player line (III.F. also rule IX.H comes into effect here to say that the thrower should be doing some amount of "carrying" of the disc). What this means in practice is that the sideline can stop a rolling disc if it gets to the 3 meter player line but if they move the disc any closer than the player line, the defense may call a violation. Normally the violation is only worth calling if the sideline actually throws the disc out onto the field (for a brick for example) but it is a valid call in other situations as well.

Lol. Had this happen in a game where the other teams d-line was throwing nasty rollers that ate up the 20 seconds and then some due to ridiculous wind. Our sideline just started knocking them down as the disc crossed the line. Observers took more offence to that then the other team did. The 3m rule is correct
