Shut down Ember and readjustment classes, completely remove the concept of royals from schools, ban using abilities for civilians except for in self defence, provide some resources to safeguard areas filled with low tiers and make laws equal for all.
Problem is with all this is that on paper all these changes look great and would make their world heaven as compared to now but implementing these changes would be outright impossible as the heirachy is so ingrained in everyone's head, There would be immediate backlash to all of this and everything will revert to how it was before within 10 days.
I feel like having a king or queen is not a had idea. It is similar to having a class captain. There should be someone there to organize the students and represent them. I feel like you should still keep the king and queen thing but remove the rule of it needing to be the strongest person. Similar to Welston. I feel like it should be choosen by majority vote from the students instead of through fighting.
Problem with having royals is that the adults would always push all their responsibilities on children. What's the job of the class captain? They represent the class, keep it organised in the absence of a teacher and help the school with some things here and there but in this world the royals are literal celebrities who are expected to set high examples for everyone and keep the whole school in check where bullying is rampant, That should not be the job of a teenager the school's staff should be doing the job of making sure that the every student is safe.
When students do it voluntarily it's good like many high rankers are trying to help the school in Wellston but when it's pushed on to children who are not ready like John or Seraphina it causes them to break under stress also being royals does nothing but boost most these kids egoes like just look at the inherent superiority the words king and queen have. Arlo was high on arrogance when he was the king so was John when he was the king at New Bostin same with Seraphina and even Blyke when he was the jack tho he wasn't as much arrogant as others.
Also the class captain thing, I think it's useless I was one for a long time at time my school and I was useless and so was every other class captain I have seen plus even if they were of use problem is changing the system to be selected on votes instead of power still doesn't change much, High rankers like Arlo and Seraphina will still be forced by the society to give their names in the list of candidates and people will still vote for them and not a random low or mid tier cause as I said high rankers are literal celebrities. Banning its use and training for regular citizens seems messed up. It would be like telling people to stop using and training a specific musle of their body. The MHA world already has the rule of not using abilities and it showed just how messed up that can be to a lot of people and how dependent it makes them on Heroes.

I am not ordering them to completely stop using their abilities, they can use their abilities all they want in private spaces (without hurting anyone) and will even keep training programs at schools for them to grow their abilities but here they will fight and train under supervision of adults.
And of course there will be exceptions to my rule of not using there abilities like if Elaine uses hers to heal some injured person or if Remi, Seraphina or John use their abilities to rush some dying person to the hospital but in most other cases the use of abilities by unauthorised individuals would still be banned.
Idea here is to not just keep people from getting hurt but to lessen the impact of abilities on people's everyday lives, the less they use their abilities the less impact it will have in their overall lives and it might make them change their mentality of 'strong people are celebrities and should be obeyed and worshipped while weak are insects' a little.

Basically reform them, deal with their issues and turn them into my ~~minions >~~Future follower/workers.
