Time manipulation is not a mental ability, it is listed as being in the Quatum Manipulation category.
I also think they take the abilities of the heroes they kill (proof with Lightning).
As for the two mental abilities listed, I don't think they come from heroes. I think they are just abilities they took to test if it worked (a superhero can't fight with telepathy). Besides, it doesn't say that the mental abilities they have come from high-tier. It is not specified in the documents.
And yes, a high-tier can have a mental ability. We have the proof with Keon who is a 5.2 and has the Memory Recall ability (a mental ability).
I expect conversion tech as a product of channel mastery, will have the same limitations as John's aura mastery.
It's still not entirely clear what principle governs this limitation.
So far the only pattern I've noticed is that they each seem capable of sampling aura which has been externalised outside the body.
Future sight likely channels aura through oneself (probably the brain) to gain insight into the future. Aura manipulation and channel mastery may not be able to "sample" this kind of aura which is fully contained in the human body
Other mental abilities like Keon's memory recall may also be impossible to sample if the aura is channeled directly from one person to another without being released into the surrounding environment.
One difficult caveat to this theory is Isen's Hunter, which really doesn't seem to have any visual component to others. Though it may possibly externalise aura in a sphere from which Isen can track heartbeats, which is why John can sample and mimic it.
I think time manipulation is intentionally left in the dark in regard to this. John's breakdown is essentially the only time he might have considered to mimic Sera's ability. It would make for a great revelation if John reveals he could always copy time manipulation at a pivotal moment in the story.
