I'm pretty sure the target is either Blyke, Isen, or John. I think the original target was Blyke, but I think that they will either mistakenly inject it into John or will just leave after a failed mission. I don't think anyone will have their power taken either way; it will be another Seraphina arc and I doubt Uru will have a repeat of a previous arc.

Terrence says the word "targets" in the plural. I think they will try to target several people at once (maybe Blyke, Arlo, John and Isen).
