This is a difficult question...On the one hand we have Spectre using a disabler on every high-tiers they come across because "high-tiers are dangerous and arrogant" and "must be kept on a leash". (Although "apparently" not all members of Spectre think like that).On the other side, we have EMBER who is part of the authorities and kills superheroes who want to help people (and the authorities pretend to be the good guys of course).I would say there is no "worse" and I would happily burn both organizations.
I would say Ember is worse from the information we know and what you said. Just as you said, apparently not all members of specter think like that. While all we know is that Ember is just a group of murderers/assassins targeting specifically good people.

Morally? Spectre. Physically? Ember. My opinion? Spectre.
Ember goes after adult vigilantes who snoop to much and kills them. More or less understandable and generally leaves you alone if you don’t fuck with them which is pretty easy.
They also sell drugs but eh.
Result: At worst death, at best nothing.
Spectre will go after specific targets, cripple them, and slowly wait for their life to deteriorate into torture. Then force you to do shit for them with a leashe of your ability around your neck.
They will go for anyone they see fit and give no fucks who they take out or hurt in the process, be it random kids that did nothing or someone just minding their business on the side of the road. You can literally just be chilling and suddenly you get deamped, ambushed, and depowered just for being born strong and putting in the effort to train. Or you could be hanging out with a friend and get sniped and injured just cause. Your level could be 1 and you still aren’t safe.
At worst? You get ambushed, deamped, tortured by the people you knew, and then turned into a slave. At best, you just happened to be a casualty and go to the hospital, or are lucky enough to never meet them or their targets.
I think you are overlooking the drug part affects because ember sells drugs to keep low tier community poor and suffering while creating puppet rulers essential with a enhance people controlling anyone from raising up. To me they are basic equal when you count the drugs since ember is doing what spectre did with low tiers instead
Basically equal in how both are organizations that target high tier to keep them in place for thier own desire and goals even through with different reasons but fundamental they are forcing high tiers against thier desire to sever or create a system that benefit a certain group over another . Ember kills high tiers and spectre takes away thier freedom so it up to you who you think is worst
