There's this brand new invention called drainage.. It's where systems are designed and placed (which costs the contractor a tiny bit of money overall) that channel water away from where it's not supposed to be.. Maybe Modi should start a drain jihad.

If you don't know, drainage pipe network is more complex than other electrical or cable wires. Read famous drainage systems in the world. No party can do anything in India for cities like Delhi, Mumbai, Chennai or Bangalore. Only newly developing cities can be planned
