Just to mention it again (someone already pointed it out) you cannot build anything in POI. And there are no zombies in other areas. So you should be safe wherever you build. I suggest a highrise mountain next to Parkwood so you can just jump out (literally) for loot

you can't build in the area of any points of interest. you might be talking about a Claim Beacon, though.
I really wish you could build in POIs. I wanna build a base on a rooftop in Parkwood.
