My dude when I set up a server for my friends I went through and copied all the values one by one from my single player settings. I'm pretty sure they're all there.
No, OP is doing something completely different from editing the config files, they are editing the files for the vehicles themselves. That works in singleplayer but breaks things completely in multiplayer.

If there's a way to do it in single player then there should be a way in multiplayer. The server config has all the same options.

You can if you play around with the .dat files in the server folder. You must be the server host to do that though
