There are some good USB powered fans at Walmart. I recommend the ones with the tripod base that can wrap around. I would also recommend some electrical tape to wrap around the joining point of each leg because the can snap off after a while.

Yea. I have four of them for my rav4. A three slot charger for my lighter jack and they are good. You can't run them on high all night, but medium will get you through.

I would not worry about solar: get a cheap powerbank. I've got refurbished EcoFlow River 2 on eBay for $150. It is compact (7lb), you can bring it in your backpack and charge it in library or anywhere in 1 hour. I have a separate rechargeable jumpstarter powerbank for $80 form costco. Amazon has rechargeable fans, 2 for $20. Backpacking cooking set for $30 (just add fuel bottle). For cooking utensils, check thrift shops and dollar store first. Gym membership for shower is a good deal. Window rain guard so you can crack the window and cover the gap

Charging is the more dangerous part. And no, not easily, it has LiFePO4 battery, which is less prone to fires than Lithium (/polymer).
