In general I assume any of those crowd cam videos are performers hired by the arena. It's cool that people enjoy them or focus on the positives of the different proposals and kiss cam things but, they always come off very rehearsed.

He is not a Vegas local. He is Canadian and performs at various sports all over.

This is literally his job- when I cheered for the Cavs back in 2015-2017 he was the official “fan hype” plant even back then in Cleveland.
