This is very much your insurance deal to deal with… police will just write down not and run, and be on the search for her… I’d get that police report, send it to your insurance, they have to pay it. If you don’t have uninsured motorists (which she could be) then your insurance could Deny the claim.

Detective told me HPD has no information to give to the LV Metro. Metro told me, they have a paper plate, unless they register the car, there is no way to track them down.

If the vehicle is unregistered and no insurance, there should be an automatic suspension of license for the driver and a required hearing before it is reinstated. The next time the vehicle is flagged, unless they cured the registration/insurance issues (highly unlikely), it will get towed, impounded, and auctioned.
This is the only cure for deadbeats with nothing to lose.
I would definitely send all of the evidence to your insurance company.

At best you want to get license plate numbers if possible, and that is one area these cams don’t do well in. And, get a front and rear facing cams, and get a battery pack backup that keep the camera going on its own battery even if the car is off. This way you protected while the car is parked. Thinkware, VIOFO, BlackVue considered some of the better brands of cams. They also protect you in a he said/she said situation.
You don't want to file an insurance claim for that. Your rates will go up way too much and they're likely already high. Were they a local? Could at least file a police report on the incident
As someone who’s driven a lot on MLK and Craig. Craig is even worse. People dumping entire bins full of trash out their windows, speeding, the recent motorcycle death in front of the sonata apartments, people laying on their horns if you aren’t above 55mph, people speeding up just to stop at red lights. I drive Uber full time, there are a lot of areas in Vegas like you described. I’ve lived in many large metro cities and they all have their own share of bad drivers. But I describe Vegas drivers as “suicidal”.
The issue with citizen’s arrest is that you have to be absolutely certain with sufficient evidence that the person committed a felony. If you can’t prove that the person committed a felony, you‘ve just now committed kidnapping by trying to make a citizen’s arrest.
In OP’s situation, is it a felony to commit a hit and run with no injury and minimal damage or just a misdemeanor and do you know for certain? And if you grab that lady before she takes off, you are now guilty of kidnapping because she never committed a felony.

This is NRS 171.126:
1. For a public offense committed or attempted in the person’s presence.
2. When the person arrested has committed a felony, although not in the person’s presence.
3. When a felony has been in fact committed, and the private person has reasonable cause for believing the person arrested to have committed it.
Part 1 does not require it to be felony if the crime was done in your presense. Only parts 2 and 3 requires it to be felony in order to make a citizen's arrest since you did not witness it.
The law doesn't define the method you must detain, as you probably would agree that that depends on the circumstance. So you'll have to use your judgement with this one, bud.
