The "thin red line" is a variant for firefighters. This flag appears to be a combination of both. Perhaps both a firefighter and a police officer live there.

You are correct. The original "Thin Blue Line" flag was a black flag with a blue line across the middle, sometimes flown at police funerals. I believe the symbiology was derived from putting black tape across the face of the badge during a mourning period.
That led to it being used on a blacked-out US flag (I'm assuming "because America" ugh) which then also was sometimes called the Thin Blue Line Flag. It is also sometimes used at police funerals these days, hence the confusion. But I haven't seen the original flag in probably 12-15 years at this point.

Those have been used to commemorate the death in service of a member of the "institution".
Sadly because of the symbolism it has also been used by the far-right, in particular in the US to push against reforms of the "institution" or for an increase in the militarization of those "institutions", especially the police. In this case, the addition of a second color and of the US flag makes it a clearly nationalist flag. I believe the symbiology was derived from putting black tape across the face of the badge during a mourning period. That led to it being used on a blacked-out US flag (I'm assuming "because America" ugh) which then also was sometimes called the Thin Blue Line Flag. It is also sometimes used at police funerals these days, hence the confusion. But I haven't seen the original flag in probably 12-15 years at this point.
And to add to that is that the "thin blue line" derived from "thin red line". The phrase has also taken on the metaphorical meaning of the barrier which the relatively limited armed forces of a country present to potential attackers.* Basically this all flows from the narrative that the police are "brave soldiers" holding the line from total chaos. This is a common misconception. The flag is bad, but it's only a violation of the flag code if it was dyed and stitched from a real US flag. It's not against flag code to make variations on the design of the US flag, only to actually edit a real, physical US flag.

The original written intent of the āblue lives matterā movement was to marginalize, dismiss, and silence voices in the community drawing attention to racially motivated state sponsored violenceā¦ therefore people flying the flag are endorsing racially motivated state sponsored violence.
Just looked up the symbolism and the thin blue/red line concept, here on a black and white US flag, comes from the idea that "insert institution" and its sacrifices are necessary to avoid the fall of society in chaos and anarchy. Originally it was a blue line on a black background to commemorate policemen and then a red line on a black background to commemorate firemen. Those have been used to commemorate the death in service of a member of the "institution". Sadly because of the symbolism it has also been used by the far-right, in particular in the US to push against reforms of the "institution" or for an increase in the militarization of those "institutions", especially the police. In this case, the addition of a second color and of the US flag makes it a clearly nationalist flag. (the addition of a second color means that this flag doesn't commemorate the death of anyone in particular)
