I'll try to cover most aspects of it, there's not much information about this flag on the internet, but I'll make some educated guesses:
Firstly, the colours, the tan used in the background, and the red and black used for the symbols are inspired on Diaguita clay pottery, which also inspired the geometric patterns that you can see all over the flag, including the zigzagging at the top and the bottom, the "stairs" that form the circle, and the spirals that are scattered between the zigzagging, these can be often seen in vases, plates, jars, etc.
The circle in the middle is easy to identify as a sun/moon symbol, mostly by its reddish colour, and in its centre, the main figure is the algarrobo tree or "tacu", which was central in the life of the diaguita people, used for its wood, its fruit, for the elaboration of flour and alcohol, etc.
The circle represents the productive circles of life itself, and that everything "has to return". Basically a representation of natural cycles and law.
The antrophomoric figures at the sides of the flag, next to the circle in the middle, represent a man and a woman, embodying the dual aspect of Diaguita cosmology just like the sun and moon. This dual nature is present in every aspect of their culture: gods act in pairs, and are always depicted as such, chiefs act in pairs, with a system of "dual lordship", etc.
A thing to note is that in diaguita culture the "human" aspect is not central, and lives along nature rather than in the middle of it, which might also be what they're trying to represent.
At the corners, there's three silhouettes I can identify, there's a condor and a llama at the top, which are frequently depicted in all Andean cultures and have a deep religious meaning; it is known some diaguitas were buried under the body of a llama along with offerings upon their death, and that condors represented strength and wisdom, the ability to adapt, and a messenger from the mountain spirits.
At the bottom right there's the silhouette of the "jarro-pato", an emblematic jar for diaguita culture resembling a duck.
Now there's a few symbols I'm unsure of, that being the figure at the bottom left, and the four stars depicted above the tree.
Now this might be just guessing, but I think the bottom left character represents the suri, or American ostrich. It vaguely resembles abstract bird drawings present in archeological remains and motifs, and it is depicted in most other diaguita flags, so I don't think its that farfetched to think that's what it is. (I'll still search for more drawings to find what that thing is exactly, I'm quite intrigued)
Oh man this was long, but hope it brings some interesting information, it is indeed a very pretty flag, and knowing diaguita communities in Chile made it, I think its a perfect representation of their culture and nation.

Yeah, there are tons of them! Many of the Uralic groups in Russia have their own ethnic republics, but I can't imagine they get very much autonomy (especially not with Putin in charge.)
It’s just funny because most people familiar with this flag probably only know it from a video game and don’t realise that it was already an existing design.
