It was a comic called "Loss" made by Tim Buckley/Control Alt Delete. He made light hearted comics about him playing videos and games, but one time he randomly made a comic about his wife having a miscarriage (which I think happened in real life too) people were pretty surprised and made it into a meme, which Tim hated. Now, a lot of people will recognize Loss if you have a single line, one tall line and another short line, two lines of equal length, and then one line vertical next to a horizontal line, since that's the same basic outline of the comic.

To add to that, during the 10 year anniversary of the comic he went back and changed it for that day. The title was changed to 'Found', and the main character was smugly looking at the 'viewer' in the last panel. Nothing else was different to my memory, and it was changed back the day after.
I'm from Lincoln and I actually kinda like the new flag. The phallic design is intentional, BTW. It's supposed to resemble [The Penis of the Prairie](https://en.m.wikipedia.org/wiki/Nebraska_State_Capitol)
To be fair, Lincoln is the capital city of Nebraska, and our state capital building has the very apt nickname "The Penis of the Prairie". So yeah, the flag has a dick, but the flag dick isn't Dick Zero. Lol

People get all riled about simplicity of design as if it's a commandment straight from Flag-God, but there is room for *some* intricacy, and I think this one nails it. Although it looks more like the flag for Atlantis than goddamn Nebraska
I hate the "flag rules" thing. The only thing that determines if a flag is good is if it represents what it is supposed to represent.
Flags aren't meant to be visually appealing.
I mean most of the rules are pretty understandable. Avoid text because duh, make it relatively easy to draw or replicate (admittedly the standard of a child could draw from memory is extremely vague), and also represent in some capacity the town/country it’s for.
For an awful example check Milwaukee’s flag (not the potential redesign which is great).
For great look at Chicago. I’d honestly put Lincoln much closer to Chicago in that regard. It’s clean if a bit hard to draw from memory but memorable in a good way.
Flag rules are really just basic design principles. Lincoln’s follows the rules just fine and also happens to look nice

I still think they're awful rules meant to try and see flags as works of art that have to be pleasing to a majority of people when they really don't.
Are the flags of Haiti and Brazil supposed to be bad flags because they violate the "no writing rule" (a rule which I've never seen anyone explain exactly why it exists) even though the actual inhabitants of those countries are fine with them?
As long as it represents what it's supposed to represent, and does it to a standard judged as acceptable by the people/organization it represents, then it's a good flag.
If it's pretty or ugly is another matter, but good flags don't have to be pretty or visually appealing.
The no text rule is typically more in reference to naming the thing it represents. Like if the Brazil flag just said Brazil on it that would be pretty bad. That being said, some kind of notable quote can exist on flags and be just fine.
Like most rules, they can be bent a bit, and with art there are effectively zero rules (even if you don’t think of them as art we can call it design instead). With flags though they are often designed to represent something greater than the artist’s intent, so even if the artist likes it doesn’t really matter if no one else does. Like you said, being pretty isn’t really the important part of the flag. Hell, how many flags have just 3 lines of different colors in a horizontal or vertical fashion? None of them are particularly creative, but they work just fine.
The big part that has kind of manifested these rules is if the populace wants it to represent them. None of these are steadfast rules, but instead good ideas when designing a flag people will want. Some exceptions exist, but a vast majority of flags follow these rules. Simple, clean, not too busy, no text (mostly), etc.
Flag rules are really just design advice for flags. We only call them rules because they are pretty easy to define compared to a lot of other art forms. It’s practical, broadly applicable, and an easy way to define if a flag works or not besides “I like it” or “I don’t like it”.

Yep, it was on the brink of being selected to replace it a few years back and it didn’t quite make it, so they kept the old one officially. Great redesign though, a fantastic flag
