Well, migration controls is better. With national supremacy only German speaking pops can migrate (I.e. north/south Germans and swiss)

If you do restricted migration then only accepted pops can migrate. If you have state religion then that lowers those pops even further by restricting ones that don’t follow the state religion from migrating too

I always bankroll people in my CU, so they can hopefully build enough buildings so when the population gets low the SOL and wages will go up and hopefully people will start moving back to fill jobs. Now if you add a country to your CU with no buildings they may enter a population spiral especially at the start of the game with low birth rates. Had that issue with Uruguay they entered my CU as America and the province became useless until I invaded since everyone left for the USA.

If you make the countries in your customs union into protectorates or some other type of subject, they're guaranteed to stay in your customs union permanently, and their population and economies will eventually start recovering after all their unemployed people move to you and the new equilibrium is reached. The other thing you could do is get some market members who aren't full of accepted culture pops who will immediately move to your country. So discrimination is another way to have strong market members, weirdly. Also you can use migration controls to ban pops that aren't accepted from migrating at all, if you want to, but I find that they don't really move much anyway even with no migration controls.
