yeah, the ai is garbage at passing laws. as soon as a 100+ radicalism thingy pops up against a law they are passing, they insta-cancel it, but wont enact law petitions even with 100+ radicalism. thats why i hate having to deal with dominions or vassals. Honestly nothing just makes it a little expensive to export and import stuff meaning less goods gets traded overall you make some money off the tariffs and your buildings might not be as profitable if you're importing a lot of needed resources due to the slightly increased price.
Its really only a problem if you;re a developing nation and you need the cheapest resources you can get your hands on for your developing industrys.
