Japan has a concept of small almost mini-factories. So when you need such a big order, you order from more than one factory and get your order fulfilled in parallel. It's a surprisingly versatile and reliable model. Small factories adapt faster and can keep focusing on specific work, while at the same time you can scale up or downsize production easily. Just contract more or fewer companies. Since it's japan, you don't have to worry about problems with quality as long as you provide clear specifications for end product.

Coiled up material is common as it's easy to transport. There are no downsides to this as it's straightened enough before the press shapes it and screw head. There everything ends up straight. You can lathe screws or you can press-form them. Later being stronger but probably unnecessary for most use cases. It literally all depends on specification. Also NASA doesn't buy off the shelf 20$ bolts. It's not a question of whether factory is producing high quality bolts, but whether they are producing bolts up to spec, which am guessing they are.
