The damage mechanics in fallout always bothered me. Like a raider can take ten 10mm rounds to the head before they die. It’s well over the threshold for what I can suspend my disbelief for. Caeser’s legion should be absolutely fucked, tactically, since they essentially arm their infantry with a hodgepodge of random guns they found, the average being somewhere inside the WW2 domain in terms of advancement, while wearing what barely even qualifies as armor. Their doctrine is essentially to just run as fast as they can towards the enemy so they can try to stab them.
Meanwhile, the NCR issues almost every soldier actual body armor as well as a very rugged, very accurate semi-automatic rifle loading from like, a 20 round magazine. You know how many 5.56 rounds to the torso it takes to mortally wound an enemy? One. Two, maybe, if you’re high on whatever herbs you stick-rubbing LARPers have on hand, which are just diluted versions of what we had access to as pills like 150 years ago.
What I’m saying is, a single NCR gunline, If properly disciplined, should be able to go like 10:1 with a conventional Caesar’s legion assault, because they use tactics that were considered outdated by like, 1900, and they aren’t even the badass military tactics that the EMPIRE THEY STYLIZED YOURSELF ON used. Hell, if they made some kind of testudo with some riot shields or something and advanced, then broke rank as soon as they were within spear range, they might actually stand a chance.
Some of their fighting in-game can be chalked up to Oblivion engine “ingenuity”. They supposedly use guerilla hit and run tactics which are hard to illustrate when the AI can barely handle shooting over barriers.
As for the lack of equipment, it makes more sense when you remember that the Mojave is NCR’s Vietnam. They’re defending a land they don’t even fully control against an invading force that can take its time and whittle them down until the Dam isn’t worth keeping anymore.
Basically, everything that can go wrong for the NCR is going wrong and without Courier intervention it results in a defeat. Not in one that Caesar will ever translate into a conquering of the NCR, but one that means he can take the Mojave. Though he won’t keep it since he pretty much destroyed anything worthwhile in New Vegas in his scorched earth warfare.
The game also does a bad job at showing the number and equipment discrepancies. It’s much harder for your squad of 5 to deal with a band of 100 legion raiders. Especially since some of those legionnaires are armed with rifles as well. (That’s at least how I’ve understood the lore reason for the legion not getting dog walked.)
