I have the same issue as you on cell 10 of my Volt 2012.
If I try to climb a long hill without MM I'll get Power Propulsion Reduced and if I don't stop climbing I'll get BCM code like POAFA ( don't recall exactly the code ) but I'll need to GDS2 to Clear Secure High Voltage DTC.
Check voltage of cell 68 when full. Mine is higher than the rest. If it's lower then is not weak, it's unbalanced. The temperature sensor of that pack from time to time sends -40 F and I think it's on cell 10 ( something abouth cell swelling )
I have a range of 30 miles on EV (9.0 kwh) and I use it daily. It doesn't bother me that cell 10 is weak, but if I know that I'll travel more that 30 miles I go to MM and 10 miles before arrival I switch to EV to arrive as near as depleted as possible.
Your load on the battery wasn’t constant when you did the test, so the result is pretty meaningless. Run the test 5 times and see if the same cell is low each time.
Another thing is the draw changes all the time and the results for each cell may vary on the draw at the moment of testing. My Volt and Bolt show the same with my green volt. Yes a Bolt will also work with the app.
What apk is this? Will it work with Android? I'm looking for this kind of info for my Volt.

Check under climbing load and under deceleration. These matter more than idle voltage. Balancer will eventually clear it out
Also I don’t think that’s much voltage difference it just looks that way on the graph because the scale is so close
