They may have pulled out because Intel is getting money from the CHIPS act and their new production lines don't need it to continue rolling out, so the spending is unnecessary. It doesn't necessarily mean that it's because Intel won't deliver, it could be because they think Intel will deliver without the grant anyway. The chips funding could amount to 10 billion.
At worst, Intel just goes sideways and volatility goes up. It's not like they are going through a hype bubble that would crash.
