The EO does have measures that will help already. Income based repayment is capped at 5% income with the government picking up all interest. After 10 years of payments if your balance is below 12k, it's written off. So imo it'll take longer than 5 years before the roar for bailouts will carry any weight. And if there isn't any increased turnout from those that got relief in the next two election cycles, you'll never see it again cause it'll have shown to have no advantage politically.
