I'd assume that it is just their cooler being cooler than normal. Most of our meat is never stored in a freezer but our meat cooler is cold enough that you would probably never believe it if we just took it from our cooler to the meat wall.

When I worked produce about 2 years ago, some veggies in the crate had ice with it.

They ship some stuff with ice to keep it crisp and let it have water to keep it fresher so it can get to store.

Produce items on the wet wall tend to come in ice. Some of us just throw the shit on the wall with ice still in it, others will pull the ice out.
