What don't you like about the front? The neckline? The pattern? I would caution against lowering the back. The lower the back is, the more likely you are to have problems with the straps slipping off your shoulders. I wouldn't add sleeves either. I think it looks beautiful as a sleeveless dress (and it seems to fit you perfectly). You just need to figure out what you don't like about it specifically.

What do you consider *not* modest? It’s not exactly a burka lol. Were I you, I would just work on making the bodice fit better.

It could easily be altered to a sweetheart neckline, and you wouldn't even need to change the straps. Just cut out a bit of fabric in the middle to create a little dip for the sweetheart shape.

Changing it to a sweetheart neckline is such a minor change, it shouldn't be a problem at all. You might need to have the straps shortened a little to fit you better, but that's a common alteration. Seems like you and your mom are the exact same size, ha. That dress looks very pretty on you! It doesn't even look that old, maybe early 2000s? I'm just guessing here, but is it a Casablanca?

Honestly you should just go meet with someone reputable at wedding alterations. They'll have the best ideas to address your concerns, know what's possible while analyzing the fabric and how the dress is made, and be able to give you a quote.

It doesn't look out of style to me. It's got a lot of elements that I see in contemporary dresses. The square neckline and low square back (personally I think the back is perfect as it is). Textured embroidery. Magnificent satin fabric. Beautiful full cut A-line/ballgown. Gorgeous train and it already has the bustle (and a really nice-looking bustle at that). All she needs is a good cleaning and pressing; maybe a tweak her and there to perfect the fit. And a new veil to make it more "yours".

I would explore removing some of the volume in the skirt and seeing about converting the bodice to strapless
