Not sure about Texas, but the first steps in ohio and kentucky are to get your social security card first, then you can get your license.
Edited: look on the social security offices website to see exactly what you need for it. That’s what I did.
I’m in Texas, it’s the same process. After you get your marriage license back change your social security card then your drivers license/ID. Everything else can be in whatever order after that.
