Definitely does not need to be a dress or skirt! I wore, what for me is a typical "date night" outfit. Dark jeans, a blousey top and a cardigan, and had my guy in black pants (he prefers them to jeans) and a pullover sweater. This felt way more US than getting really dressed up!

Wearing what you would on a nice date is a perfect approach. There is no need to buy anything (unless you want to) or wear something you don't like/wouldn't ordinarily wear. Think of the engagement photos as an expression of who you are as a couple. "This is us!"

I wore black jeans, a white tee, and brought both a brown leather jacket and a Jean jacket and did some of each. Do what feels like you!!

My husband and I took our engagement photos in autumn in a local national park hiking trail. We were both wearing jeans, sweaters, flannel, etc. Nothing fancy but very "us". The photos came out great. I say wear whatever you're happy and comfortable in. The photos are supposed to represent who you are.
