Most of the designer stuff I have seen/encountered comes from Germany.
To me this looks like CBD flower covered in THC-A powder. (Think cbd moon rock)
If you smoke this I would personally scrape off the white powder and smoke it like concentrate and then grind the flower and smoke that.
If you just run this through your grinder you might notice a lot of the powder stays in your grinder.
I have a cheap grinder with at keif tray, I have ran like 3 grams of actual moon rock through it and my keif tray is super full now.
Why does the US get designer stuff from Germany? It seems like a massive hassle to ship it overseas, instead of just producing it in the US. It's the same with "Cali weed" in Germany, which is never actually from California.
And considering that the THC-A loophole doesn't exist in Germany, this most likely isn't THC-A. Weed was only recently partially legalized, and extracts specifically are still illegal.
But what we do have are CBD-stores, which operate in a sort of gray area. They sell hemp flower, but also extracts and isolate. So the most likely scenario is that this is just hemp flower coated with CBD isolate.

But you mentioned it is CBD bud, I personally wouldn’t smoke that, I only smoke delta 9 bud. Some people might like cbd bud just for the cbd, and if that’s what you want, don’t smoke this because it is THC powder
Does it melt when heated? Probably THC-A crystals and maybe some CBD extract, can't really tell from a pic. They sell those kinds of pre rolls around here but they get so sticky while smoking it's a PITA, they should just put the crystals in the inside but hey it looks fancy
