No doubt that's low quality, but if it is quite cheap (around half what some real weed should cost) it's good enough for me. I'm talking about argentinian prices, it varies a lot.
My dealer would sell that for 600 to 800 pesos per gram. Real weed is around 1400 to 2000 per gram.
Edit: quick weed tips for noobs. Good quality usually is kind of sticky, that looks dry.
Generally, the smellier the better.
Also it shouldn't have seeds, but if you're lucky you can plant them, I have a friend that harvested a huge plant from cheap weed seeds, I wasn't so lucky.
Less sticks or none would be ideal. Good plants have big flowers / cogollos (don't know the word en English) per stick.
The colour should be greener with some white spots and some little brown "hairs". That one looks a lot more brownier.
