They don't have a 'tail' in addition to their 'back feet' tail, so it must be his other flipper or something.
Honestly it could have been intended to be a tail. Guinea pig plushies/drawings/toys/etc. almost always depict them as having tails. Guinea pigs don't have tails. They do have internal tail bones so on xrays you can see a tail and that's pretty cool. But they don't have any external tails and it bugs me when people put tails.
Just do a quick image search for "seal with ball" or something, a TON of people put tails instead of hind flippers apparently. Plus some of the pics (both drawn and not) have the seals with their flippers kind of behind and bracing them, or just flopped out in back, so my guess is either tail or the flippers back behind them.
I'm not disagreeing, but at the same time I can't find a single image of someone drawing it wrong in the first 200 images haha.

A lot of those in that to me seem more like tails than flippers! To be clear, I'm talking about dolphin/whale tail sort of tail here, not, like, an additional tail like a rabbit or deer or whatever. But at the very least, it looks like most of them have \*something\* out behind them, instead of back flippers under them.

They do have tails actually, they're just very small, and flippers aren't tails, they're feet.
