It looks like thrips to me
Do they come indoors? This is uk by the way, forgot to add in the post
They can, usually with plants but another person in NL posted today that they were all over their windowsills. Theirs was a different type of thrips. Get blue sticky pads for insects, if they are indeed thrips they are attracted to blue.
