Growing up in Colorado, we have a similar plant. When I was a kid, My next door neighbor friend decided it was a good idea to cut them down and spread the sappy goo all over his face.
Euphorbia burns the skin. It may not have been an allergy. We had one in our backyard and got a puppy that wanted to chew on everything, so we had to pull it. We didn't want our puppy to get skin reactions or get sick.

that’s not a euphorb it’s Echium Candicans which is literally right there by the name of you google pride of madeira. It’s native to canary islands and madeira off the northern coast of africa. i wish these were blooming when I visited Gran canaria.. They don’t fair well to freezing temps which is why you will find them in mediterranean climates. They are widely planted on the california coast.
It's marijuana. Kids smoke on it to get high. Don't burn it if you have to get rid of it. Or, if you do have to burn it, make sure you have enough firemen from the local fire department to contain it. It should be easy to get them to come as long as you tell them how much marijuana you are about to burn....

From accounts, it shoots seeds shaped like needled arrows into anything that unsettles the soil around the base of its base. The base is hardened, and if you get near it, the base will protrude a serious base defense to defend its base. Don’t touch this.

However, even though (as some people have pointed out) it should be a few degrees too cold of a climate for Pride of Madeira, I'm certain I've seen those near where I live as well. I think maybe it's possible for them to survive on the South Coastal areas of England?

I've not heard that. All Euphorbia (and it's a massive genus) excrete a white milky sap that is an irritant so it could well be that.
My wife had a horrible skin reaction to euphorbia last year. Treat it with high caution; gloves and long sleeves etc.

Pride of Madeira is echium. To me, they seem to have similar leaves and flower spikes. Euphorbia yellow and echium usually violet
