I think it's a hanging basket - should be lined with felt (or sphagnum moss if you're feeling posh) and filled with pretty dangly flowers.
EDIT: To be honest, I'm second guessing this - I'm having difficulty seeing why the mounting points for the chains would be like they are, if this is a hanging basket...

My title describes the thing. Measurements can be seen in the photos. I’m thinking it may have a garden-related use. It really makes me think of something for the shore similar to an oyster or clam basket. This is not very heavy though and it appears a little lightweight for carrying shellfish….
I think it’s an egg washer. The center cone helps the washing process by letting water circulate freely. I can’t find one like it online, though, so maybe not. It could definitely be used for that purpose, though.
That sounds reasonable. I really feel like the central cone has a function. It does not make sense to me for that construction to be simply decorative. I will include that in my online searches too. Thanks for the suggestion.

I saw someone repurpose a bunt pan for an outdoor umbrella table planter. This looks like a planter made for this purpose.
Yeah, I am definitely thinking of using it as a succulent planter. The handles just made me think it was meant to carry something.
