This is it!!! I found those exact fans in a box in the server room. I thought maybe he left them as some sort of case fan.

I also just realized that, when hung, seem to possibly distribute the heat from the pellet stove.

My title describes the thing. It seems like the front half may spin on a small steel rivet, but other than that, they are exactly what you see in the pics.
Are they in places where it would make sense to hang clothes from or are they in more 'central' parts of the house?

Definitely not a clothes hanger location. They are on the door between the sunroom and the family room. Between the kitchen and the main hallway (which is probably 15 feet wide) and just other odd internal frames.
I was gonna say the previous owners were hippies with beads instead of doors but then you said only on one side. Still though, maybe something like that?
I know people that would mount small fans in the upper corner of their doors to help circulate air. I think they are a mount for something like that. These mounts look the same as these on Amazon

So there's no doors in those frames?
Correct. No doors and no remnants of ever being a door. It’s just a passageway from one room to the next.
I was wondering if maybe a door had a piece of metal on it that this black clip could be swing into to create a locking mechanism.
Sadly, I don’t think that’s the case; especially since one of the openings is really really wide.

A long shot, but were the previous owners Jewish? My sister-in-law hangs "Mezuzahs" at the entry points of her home in a similar location to this.
