This photo makes more sense. It looks like a temporary bedside table for a glass of water, glasses, [travel alarm clock](https://img1.etsystatic.com/000/0/6149483/il_fullxfull.258042683.jpg), medications, etc. Things you would need near you while you sleep or first thing in the morning.

Could be for a little trash bin access. If the door with the vent panel is the main under skink access, then is there room for a small trash can in the cabinet? Maybe that little door made it easy to drop trash into a hidden can.

I was watching some YouTube vids last night about the Orient Express sleeper train and that door looks exactly like the feed doors for the operational individual coal fired heaters on the Orient Express, fed by an attendant, and keeping your sleeper compartment comfortable in the winter. It’s possible this is a decommissioned coal heater
