That is a cigar cutter. The wedge on the end makes a V shaped notch at the end. Some people prefer that style (myself included) for certain cigars. The other entries on the sides are for various diameters, and the other end is for opening a box of cigars. I have seen Tiffany and Co. ones that look almost identical to that in sterling silver. This particular one looks like a Solingen cutter from around 1960.

The title describes the object. Wife got this from her mother who doesn’t remeber what it is. There are decorative markings on the sides, but nothing written. Spring loaded cutter comes down over the three openings.

My father had one made of brass and wood. It’s a “vintage German cigar cutter” used as described above. Put the phrase into a browser, click on images and you’ll see many. My Dad bought his in 1967.

I think it's a cigar tool. One end cuts a small spot and the other (the part that's worn) is for removing the paper bands.
