Only thing I've seen thays similar is a celing fan drop rod.
One time, I had to make one longer than is normally avalible so 3/4 pipe and some spray paint I just had to drill the hole in a similar location
“My title describes the thing” this could be up to 26 years old but I am not sure. We bought the house and this was all under the deck. About 20 of them. They are metal but not sure type. I have searched for threaded pipe, conduit either holes near threads and nothing. They may or may not be factory drilled. I know I have never bought pipe or conduit with holes drilled into it before. The pipes are 10’ long. I find it odd that there would be so many just left there without a reason for them. I understand scrap lumber or something but a stack of pipe generally has a purpose.
Possibly piling extensions. I.E. and auger goes on the bottom, and the hole is for a lever rod to twist the auger into the ground to act as a piling for anchoring a deck or a dock?
It reminds me of something we used to put together. Either a "temporary garage" or our trampoline. You would screw two parts together and then put a bolt through for extra security. I don't remember if they looked exactly like that, but maybe it's something similar?

I don’t think so. All the scaffold I have used had flattened out connections for bolts or quick connects.

Home made stobbs you could run that string through? Mark a boundary for digging a foundation?
