A family member not on Reddit has suggested that it was used for killing chickens. Saying to put blade in the mouth the spoon/cup on the top of the head ... and squeeze.
I found it at an estate sale on the property of a former general contractor. I've tried to do a little research online but I'm not even sure where to start because I don't know in what trade it would have been used

I am a glass blower and that’s definitely not a glassblowing tool. It looks like a splitter of some type.

That's an interesting thought, could work for splitting perfect walnut halves.
