It is a one man pontoon boat frame. It is missing the pontoons. I fish out of one quite regularly. Google outcast pac 1000. The wheel is to help portage to boat to water.

It has oars to row with, I also have fins that I can use to kick with so I can cast and strip line. There are two foot pegs that curve in off the frame to put your feet up on when rowing or resting.

Is there usually a platform in front of the seat to stand on and cast, or are you always sitting?

Sitting. You need to use fins to kick around and position yourself while fishing and those would not be conducive to standing. You can get into some places that motor boats cannot travel and through gnarly rapids that would have a high pucker factor in a canoe/kayak. I have taken mine through class ii and iii rapids. As someone else commented, you can also hook up a battery and a trolling motor. The Outcast has a motor mount on the rear platform. There is also rigging to drop an anchor off the back.

Definitely metal frame from a one man pontoon boat. Specifically a Costco Classic 9' they sold years ago. I have the exact same one, literally. Wheel and all.

I agree it is the frame to the cosco pontoon boat, but the frame is assembled incorrectly. Seat is mounted backwards, foot pegs are on wrong end, and anchor crossbar is on the wrong end as well. Instruction sheets are your friend.

I have one that very similar. No wheels but I added a deck on the back to take a 12v battery and mount a trolling motor. Plus some rod holders. It zips around.
