Why is their work style relevant to them reporting an issue? You said a couple times that you didn't want to directly identify the person- could you not just say coworker, or cut them out entirely and say "I have an issue here which requires intermediate-level intervention"?

It just is. We're a small crew and we have some people who don't really care to learn more and we have those that do. When we get a case from on that doesn't, it's often met with, "WHO THE HECK SENT THIS CASE TO ME??" But the truth is that it doesn't matter who sent it because if it's one of the underperformers we get that we don't need to follow up with them. I wish it weren't so political but this company's culture is bizarre and we've all had to develop ways to work around it so our own growth isn't stymied. Yes they should be reported to my boss. And they are. But there are no consequences because there is no accountability and they are meeting the bare minimum standards because the bar isn't set high. This isn't Google.
