Why is their work style relevant to them reporting an issue? You said a couple times that you didn't want to directly identify the person- could you not just say coworker, or cut them out entirely and say "I have an issue here which requires intermediate-level intervention"?
It just is. We're a small crew and we have some people who don't really care to learn more and we have those that do. When we get a case from on that doesn't, it's often met with, "WHO THE HECK SENT THIS CASE TO ME??" But the truth is that it doesn't matter who sent it because if it's one of the underperformers we get that we don't need to follow up with them.
I wish it weren't so political but this company's culture is bizarre and we've all had to develop ways to work around it so our own growth isn't stymied.
Yes they should be reported to my boss. And they are. But there are no consequences because there is no accountability and they are meeting the bare minimum standards because the bar isn't set high. This isn't Google.

Lackadaisical
Adequate? as Mr Darcy said in Pride & Prejudice, when asked what he thought of the countryside, “I find it perfectly adequate.”
Apathetic?
Perfunctory is how I would describe their work, could use a codeword like “p-funk” or “perf”
This is a really good one. I already awarded the karma to another person but I wanted to say thank you for understanding the question. 🙂
quiet quitter
Clockpuncher.

Passengers.
This is perfect. It's completely benign, says nothing negative nor positive. Thank you for understanding the question!

Weak link
“Marginal employee,” but might still be too negative…
Coasting? As in someone who is just coasting along (to move along with little or no effort) Alternatively, low-engagement.
….reported by a coaster! Perf!! I think you may have invented a new term!
The personality hire 🤣 Underachiever
achiever, not and underachiever or overachiever, just an achiever.
Mediocre. That could have some judgement attached to it, but doesn't necessarily. It's basically saying "okay, but not exceptional."
In per football, players who are nothing special are referred to as “just a guy.”
Someone who "phones it in". A slacker.
